How Vision 2030, the National Strategy for Data & AI, the 2026 Year of Artificial Intelligence and the Global AI Summit actually fit together — and what the official targets say, rather than what gets repeated about them.

Vision 2030 — and where technology actually sits inside it
Vision 2030 was launched in 2016 and is organised around three themes — A Vibrant Society, A Thriving Economy and An Ambitious Nation — delivered in five-year phases through 11 Vision Realization Programs.
There is no Vision Realization Program named for AI or for digital. The technology agenda sits inside existing programs as objectives: “Develop the digital economy” under A Thriving Economy, and “Develop the e-government” under An Ambitious Nation. Both are carried by the National Transformation Program, whose published 2025 targets include 19.2% of GDP coming from the digital economy.
Do not go looking for a Vision 2030 “AI programme”
The National Strategy for Data & AI (NSDAI)
NSDAI was developed by SDAIA, received royal approval on 17 July 2020, and was announced at the first Global AI Summit in Riyadh that year. Its vision statement is “Where the best of Data & AI is made reality.”
It names five priority sectors — Education, Government, Healthcare, Energy and Mobility — and runs in three phases: National Enabler (2021), Specialist (2025), Industry Leader (2030).
SDAIA publishes six targets. These are the strategy's targets in its own wording:
- Rank among the top 15 countries in AI.
- Add 20,000 data and AI specialists.
- Rank in the top 10 in open data.
- Attract around SAR 75 billion in investment.
- Rank in the top 20 in scientific contribution.
- Add 300 startups.
The “$135bn / 12.4% of GDP” figure is not an NSDAI target
Where the government says the Kingdom stands
The following are government-published progress figures, reproduced as published rather than independently verified:
- 14th place in the 2025 Global AI Index.
- $9.1 billion raised by Saudi AI companies in 2025 across around 70 deals — SDAIA citing Crunchbase.
- The Hexagon Data Center — Tier IV, with 480 MW planned.
- The National Data Lake — 440+ systems and 85+ TB.
- The first Arab nation to join GPAI.
- Host of ICAIRE, the UNESCO-affiliated centre, in Riyadh.

2026 — the Year of Artificial Intelligence
The Council of Ministers approved the designation of 2026 as the Year of Artificial Intelligence on Tuesday 10 March 2026, in a session chaired by the Crown Prince. SDAIA runs it, and issued the guidelines and visual identity on 26 March 2026 under the hashtag #SaudiAIYear.
It carries five stated objectives: Global Leadership; Digital Empowerment; Economic Impact; National Capability Building; and Awareness and Partnerships.

The Global AI Summit (GAIN)
GAIN is hosted by SDAIA in Riyadh under the patronage of the Crown Prince, on a biennial cycle.
